A smile is a tool, not only a lovely moment: smiling gives them another way besides crying to express their needs and exert control over what happens to them. Being engaged with you โ your smiles, your voice, the world you carry them through โ is what advances a baby's brain development. So there is no wrong moment to answer one, and no quota for it.
